What You'll Do
As the Senior Manager of the of Project Performance Systems (PPS) team, you will support Earned Value Management (EVM) business applications. Focusing on application planning and development including end-user support, and system administration for both classified and unclassified environments. You will also be responsible for process improvements and application issue resolution. You will work closely with Department of Energy (DOE) PM-30 to ensure federal requirements are fulfilled in timely, quality manner for Pantex. You will mentor team members and provide strategic and technical guidance to ensure the EVM suite of applications and process are efficient and maintained.
Project Performance Systems EVM business applications consist of a suite of applications used in support of project control functions that are coupled with internally developed web applications for integration, efficiency and quality purposes. You will manage systems integration for the following Commercial of the Shelf Software (COTS) packages: Acumen Fuse/Risk, WebEVM, Empower, Primavera P6, SAGE and SAP. Apply your knowledge of EVMS in compliance with the latest ANSI/EI-748 standard and implementation of EVM business applications to provide best-in-class solutions in both process and through the development of applications.
From a Project Performance Systems EVM business applications support perspective; utilizing your understanding of EVM in providing guidance to end-users and will interface directly with Project Performance Analytics team to escalate issues of non-compliance. You will receive issues from team members for escalation from a technical or systems integration perspective and will be responsible for working the issue to resolution.
Creating and managing plans for the development of custom applications or the roll out COTS applications upgrades. Presenting the plans to Project Performance Director, Senior Management, EVM Systems Steering Committee for review and approval. Ability to communicate in a professional manner to all levels of leadership. The candidate will support the EVMS Governance Board by reporting on updates to the business applications.
Minimum Job Requirements
- Bachelor's Degree and minimum 10 years of relevant experience and 5 years of supervisory/management experience
- OR 18 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting and 5 years of supervisory/management experience
- Applicants with a high school diploma or equivalent may be considered on an exceptional basis with 18 or more years of relevant experience and 5 years of supervisory/management experience
Preferred Job Requirements
- Full stack development experience with programming languages and frameworks such as JavaScript, React, Angular, Vue.js, JQuery, Bootstrap, .Net, C#, C++, HTML5, XTML, etc
- Integrated Development Environments such as IntelliJ IDEA, Eclipse or Visual Studio
- Experience with SAP UI 5, SAP HANA are a plus
- Project management experience
- Version control tool such as GIT, SVN, or other code repositories
- Knowledge of cloud solutions and services
- Oracle or other relational database management systems with experience in SQL
- Proficiency with data analytics, data mapping, integration automation practices, and cross system integrations
- Knowledge of EVMS including configuration and management of enterprise features and data: Primavera, WebEVM, Acumen, or Sage Estimating
- Hands-on experience utilizing and maintaining project cost processors in an earned value management systems environment
- Surveillance and Audit experience from a systems standpoint of an earned value management system environment
- Knowledge of EVMS methodologies, systems and emerging practices
- Effective communication skills and demonstrated success in a team environment
