Overview:
We are seeking a full-time Quality Representative (QR) to join the Quality Programs group within the Quality Assurance Division (QAD) of the Environmental, Safety, Health, and Quality (ESH&Q) Directorate. This position will reside in QAD and be assigned to specific organizations, providing dedicated quality support to those internal customers.
The QR is responsible for proactively supporting Laboratory and QAD policies, as well as those of their assigned organizations. The QR will apply applicable procedures, quality tools, and methodologies to help assigned organizations meet their requirements and objectives, delivering reliable and effective results that support their mission(s).
This position requires subject matter expertise in Supplier Quality and Suspect/Counterfeit Defective Items, along with experience in receipt inspection, concrete testing, construction surveillance activities, and Department of Transportation (DOT) compliance, including Type A, B, Fissile, and Special Form package testing and transportation/waste packaging requirements. Responsibilities may also include leading internal and supplier assessments to ensure compliance with Quality Management System (QMS) standards and coordinating continuous improvement initiatives.
Major Duties/Responsibilities:
The QR supports QAD and assigned organizations by leading quality initiatives, promoting quality tools and systems, and driving process improvements. The QR may also assist in developing and enhancing quality programs across QAD.
Key responsibilities include, but are not limited to:
General Quality Support
- Provide quality planning and support for tasks, projects, procurements, and work activities.
- Assess work in progress, including document reviews against specifications.
- Offer guidance on QA tools, performance improvement, and process improvement facilitation.
- Conduct investigations and analyze corrective actions for issues such as nonconformances, occurrence reports, and PAAA/10CFR851 non-compliances.
- Coordinate and support internal and external assessments, including follow-up activities.
- Monitor organizational needs to identify problems and achieve business results.
- Assist with the development of project plans, test/inspection plans, procedures, Statements of Work (SOW), and other quality-related documents.
- Communicate effectively across all levels of management regarding quality issues.
- Analyze, interpret, and report quality data to management.
- Support performance assessment planning, implementation, and follow-up.
- Lead or participate in business planning activities and review sessions.
- Perform tasks such as walkdowns, climbing stairs, and other physical activities as required by the position.
Customer and Relationship Management
- Build and maintain strong relationships with internal and external customers.
- Assess customer satisfaction and address concerns as needed.
- Collaborate with peers to share lessons learned and feedback.
- Understand and prioritize organizational needs in developing quality initiatives.
Supplier Quality & Evaluated Supplier List (ESL)
- Support ORNL organizations in identifying, evaluating, and tracking qualified suppliers.
- Maintain and update the ESL database (SharePoint), including regular status reporting.
- Proactively engage with suppliers to ensure active status is maintained.
- Lead or participate in supplier assessments and evaluations.
- Provide training on ESL processes.
- Represent ORNL in DOE-organized ESL meetings.
- Review purchase requisitions to ensure proper quality requirements.
- Serve as SME and lead auditor for supplier evaluations.
Suspect/Counterfeit Items (S/CI)
- Lead investigations and tracking of S/CI cases at ORNL.
- Coordinate the S/CI program, resolve issues, and promote awareness.
- Serve as the S/CI Subject Matter Expert.
- Provide training and participate in DOE meetings related to S/CI.
Inspection & Surveillance
- Perform surveillance and receipt inspections for various groups.
- Identify and report nonconformances and quality issues.
- Review audit and assessment results, determining severity and risk of findings.
- Ensure appropriate corrective actions are taken to resolve nonconformance issues.

Basic Qualifications:
- BS degree in science, business, a technical field, or a related discipline.
- Minimum of five years of experience in quality assurance or a related quality-focused role.
Preferred Qualifications:
- Strong ability to build and maintain customer relationships and networks.
- Excellent verbal, interpersonal, and written communication skills; adaptable to changing priorities.
- Self-motivated, independent, and collaborative team player.
- Skilled in data analysis and deriving insights from quantitative and qualitative data.
- Familiar with management system processes and hierarchies.
- Experience in data collection and analysis across various laboratory data streams.
- Effective time management and organizational skills to meet deadlines.
- Proficient in MS Access, Word, Excel, Visio, PowerPoint, SharePoint, etc.
- Experience in fast-paced research environments; ability to prioritize and adapt to evolving needs.
- Ability to work effectively with management and staff at all levels.
- Experience as a critique facilitator and root cause analyst, or willingness to obtain relevant qualifications.
- Experience with relevant quality and compliance standards such as ISO 9001, NQA-1, DOE O 414.1D/E, ISO 17025, CGMP.
Special Requirements:
- Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
