Overview:
The Laboratory Protection Division (LPD) is seeking a qualified applicant for the position of Clearance/Badge Office Manager. The Manager will oversee all aspects of the clearance and badging functions, ensuring that all practices align with organizational objectives and DOE regulation compliance. In this role, the Manager will act as the primary point of contact for all clearance and badging related matters, providing expert guidance and support to senior management and staff. The successful candidate should possess a strong knowledge of the security clearance processing and badging operations. They will also be responsible for fostering a security-conscious culture throughout the team, promoting awareness, and ensuring all personnel understand their roles and responsibilities.
Duties/Responsibilities:
- Leads and directs the work activities of the ORNL clearance and badging functions including the performance and development of staff.
- Establishes and maintains strong working relationships with internal and external customers across all lines of business.
- Manages the entire security clearance process, from initial application to ongoing maintenance, including reinvestigations, and adjudications.
- Manages clearance requests, including termination and other clearance-related matters.
- Maintain compliance through understanding of and ensure compliance with applicable DOE security directives and regulations.
- Able to adapt to changing environments and lead team through changes.
- Skilled in resolving conflicts and fostering a positive team dynamic.
- Responsible for Security Awareness functions to include initial and comprehensive security briefings
- Completion of activation and enrollment of HSPD12 badges in the US Access system.
- Maintain DOE directives/standards and training requirements.
- Assists management in process reviews on audits, conducts internal self-assessments, and resolves any findings derived from these processes.
- Provides recommendation for technology enhancements and improvements and perform due diligence in assessing new technology solutions, including cost and budget preparation.
- Ensures that all inactive and lost badges are removed from the badging system. This position will also deliver security awareness as needed.

Basic Qualifications:
- BS degree in business management or a related field
- Five years of relevant personnel security experience. An equivalent combination of education and experience may be considered.
- Strong knowledge of DOE Order 472.2A, US Access, and CPCI.
Preferred Qualifications:
- MS Degree in any field
- 10 years of relevant personnel security experience.
- Proven ability to leading and manage a team effectively, inspiring and motivating staff to achieve organizational goals.
- Proficiency in managing multiple priorities and projects and develop solutions swiftly and efficiently.
- Capacity to make informed decisions under pressure, balancing short-term and long-term organizational goals.
- Strong knowledge of the security clearance processing and badging operations.
- Excellent organizational and record-keeping skills.
- Proven ability to leading and manage a team effectively, inspiring and motivating staff to achieve organizational goals.
- Strong ability to build and maintain positive relationships with team members, other departments, and eternal parties.
Special Requirements:
- Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
