Pay Range
$178,770- $226,668 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Job Description
We have an opening for a
Construction Lead Work Planner who will serve as the payroll supervisor, mentor a team of Construction Work Planners, and execute work planning for construction projects. You will be responsible for implementing, integrating, and maintaining the Work Planner Qualification Program in compliance with Department of Energy (DOE) Work Planning & Control (WP&C) requirements. This position is in the Work Planning & Control Office within the Environmental Safety and Health (ES&H) Directorate.
This position requires full-time on-site presence due to the nature of the work.
You will
- Implement the LLNL Work Planner Qualification Program for Construction Work Planners across the Laboratory by developing and maintaining governance documents, qualification cards, endorsements, mentor guides, and training courses.
- Develop briefings for Construction Work Planners on topics relevant to the work planning and Job Hazard Analysis process, including environmental, industrial safety, radiation, industrial hygiene, packaging and transportation, engineering, and conduct of operations by collaborating with Functional Area Managers (FAM) and Subject Matter Experts (SMEs) from across the Laboratory.
- Mentor, train, and qualify Construction Work Planners and act as a consultant to them while they develop work control documents for complex to highly complex and high-hazard construction projects.
- Develop work control documents for highly complex and high-hazard construction projects as needed to support and balance the team’s workload.
- Provide subject matter expertise on the work planning process to Work Planners, Responsible Individuals, Subcontract Technical Representatives, and Authorizing Individuals ensuring the quality of the work planning, review, and approval process and of work control documents.
- Conduct Work Planner Forums to share lessons learned and solicit feedback for continuous improvement of the WP&C Program.
- Routinely review work control documents for quality and observe work in the field to validate work control documents, summarize the data, and provide feedback and recommendations to the WP&C FAM Office and Work Planners.
- Maintain qualification as a Work Planner.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s Degree in an engineering, science, ES&H or other related technical field, or equivalent combination of education and related technical experience.
- Substantial experience working as a field engineer, work planning engineer, project engineer, project manager, scientist, and/or ES&H engineer performing technical planning for highly complex work activities using highly advanced knowledge of various types of materials, equipment, and methods used to complete the work.
- Highly advanced knowledge of work control processes and job hazard analysis methodology which may not be well defined and may require in-depth analysis of intangible factors.
- Highly advanced knowledge and substantial experience applying engineering, maintenance, and ES&H principles involving chemical, industrial, explosives, and/or radiological hazard requirements to work planning.
- Experience implementing work planning and control processes and procedures for construction projects in nuclear and/or explosives facilities.
- Expert technical writing, communication and presentation skills and experience needed to train and oversee Work Planners, including the ability to qualify through the Procedure Professional Association as a Technical Writer and through DOE as a Basic Instructor.
- Expertise in and prior experience with facilitation, mentoring and leadership to effectively collaborate with multi-disciplinary teams of scientists, technicians, SMEs, and managers in planning highly complex and high hazard work.
- Expert interpersonal, verbal and written communication skills necessary to effectively collaborate and lead within a team environment, present and explain technical or operational information, and provide advice to work planners, supervisors, and management.
Qualifications We Desire
- Experience applying Human Performance Improvement tools for both individuals and work teams (e.g. procedure use and adherence, place-keeping, pre-job briefings, etc.).
- Advanced knowledge of technical work with extensive nuclear and/or explosive safety/safety basis requirements.
- Possess a current Work Planner qualification and expert-level knowledge of the WP&C process and WP&C Tool.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
