$111,600 - $136,656 annually
Job Description
We have an opening for an experienced
Business Analyst, working with business partners within the Security Organization Information Technology Group. In this role, you are responsible for analyzing business processes, identifying areas for improvement, and facilitating the implementation of systemic solutions that enhance efficiency and effectiveness. This role involves working closely with stakeholders to gather requirements, document processes, and perform software quality assurance activities to ensure that technology solutions align with business objectives. This position is in the Enterprise Application Services (EAS) division within the Computing Directorate.
Essential Duties
- Partner with stakeholders to provide consultative support on business-led technology initiatives to analyze and document business requirements, user needs and workflow.
- Partner with functional experts to understand and analyze current business processes and workflows, develop alternative approaches, and facilitate implementation of new or enhanced business and technical solutions.
- Perform initial analysis of requests to change, add or enhance existing processes or system functionality, engaging a variety of functional and IT stakeholders as appropriate. Analyze the impacts of change requests, effort needed to implement, and disposition as a bug fix, enhancement, or project with a recommended priority level.
- Conduct assessments of current processes and identify improvement opportunities
- Lead the software change management process to manage project deliverables and maintain technical and business process/project artifacts.
- Develop system test strategies and plans, perform system testing and create and execute test scripts in support of application maintenance tasks and projects. This includes documentation of test results against defined test plans and use cases.
- Provide end user technical support to troubleshoot application issues, assess impact and escalate priority as necessary, follow through to resolution.
- Research and prepare documentation for user guides, training manuals, and process checklists to summarize projects.
- Communicate effectively between functional and technical teams. Provide consultative support to monitor deliverables and track action items.
- Provide cross-functional application support, and other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in business administration or technology area or the equivalent combination of education and related experience
- Significant experience analyzing current business processes and systems for efficiencies, and streamlining of operations
- Experience performing data analysis, developing metrics to assess functional performance and usage of report information to continually improve reporting capabilities
- Demonstrated organizational skills through effective project coordination, time management, and resource allocation, resulting in improved workflow efficiency and successful completion of multiple projects within deadlines
- Strong communications skills to interact effectively with multidisciplinary team members and negotiation skills to successfully influence outcomes.
- Experience developing business process documentation and training materials.
- Experience writing test plans and conducting test cases for system implementations, upgrades, or enhancements.
- Experience working effectively both independently and as a member of a team
Desired Qualifications
- High proficiency with MS Office Suite: Word, Excel, Outlook, PowerPoint, Project, OneDrive, SharePoint, Teams and Visio
- Experience with Atlassian products, JIRA and Confluence and WordPress web application
- Project management experience preparing project plans including task estimation, dependencies, and deployment schedules including interacting with internal resources to complete required project activities
- Knowledge and understanding of software development life cycle, project management methodologies and quality assurance practices

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
