The Human Resources Directorate has an opening for a Talent Acquisition (TA) Administrative Group Leader who will provide supervision, recruitment, Workday administration support, and manage relocation policy and processes. This role reports to the Talent Acquisition Manager. This position is a primary point of contact for those individuals both within and outside the Laboratory and regularly interfaces with Human Resource Managers (HRM) and Human Resource Generalists (HRGs), hiring managers, recruiters, coordinators, department administrators, employees, and job applicants to resolve issues.
Supporting a full cycle recruitment process through:
Management:
Provide leadership to all HR Coordinators (team of five) engaged in the recruitment process:
Supervise the HR Coordinators in the TA group and oversee TA activities performed by HR Coordinators matrixed to the TA group.
Manage the team of TA HR Coordinators which includes monitoring progress on assigned work tasks and project activities, ensure delivery of high-quality customer service and results.
Advise supervisor on workgroup goals, priorities and results.
Lead assigned TA projects and process improvement initiatives.
Working in a team environment, streamline the TA coordination process through standardization and creation and maintenance of formal SOP documentation.
Manage hiring, training and evaluate performance of team members.
Complete performance evaluations and conduct performance reviews.
Review and approve timecards.
Support career development.
Recruitment:
Manage On-Call Administrative Staff Pool employees and all requests for temporary administrative staff.
Source high quality and diverse administrative talent through a variety of sources, including social media and professional networks and interview accordingly.
Manage the admin pool processes, including review and approval of timesheets.
Perform full recruitment cycle for assigned requisitions/roles, from reviewing job descriptions, sourcing candidates, screening resumes, interviews, to offer – ensuring a smooth hiring process.
Relocation:
Serve as the primary point of contact and subject matter expert for the Lab’s relocation policy and processes.
Respond to any inquiries and questions from all stakeholders including recruiters, coordinators, department administrators, managers, candidates and other staff.
Review all relocation allowance forms for reasonableness, adherence to policy and allowability prior to HRM approval.
Partner with fiscal, accounts payable, transportation office and travel as needed on issues or concerns.
Seek opportunities for improvement in processes.
Serve as the primary POC for any vendor and support the RFP/SOW process in the event of outsourcing.
Other:
Oversee job shopper process and resolve any issues.
Support Talent Acquisition Manager with SOW creation and management of renewals of contracts.
Support Workday for TA.
Partner with Talent Acquisition Manager, HRIS and other team members to maintain the recruiting module in Workday, including processes for job postings, candidate pipelines, and offer letters.
Partner with Talent Acquisition Manager and HRIS to configure and update Workday recruiting workflows to ensure efficient and accurate recruiting processes.
Work with HRIS to troubleshoot and resolve any system issues or errors related to recruiting.
Guide designated HRC in generating reports and analytics on recruiting metrics, such as time-to-hire and source of hire.
Ensure data accuracy and consistency within the Workday recruiting system.
Conduct regular audits of Workday data to identify and correct errors – i.e. dispositions.
Support additional project initiatives as assigned.
Required Qualifications:
Bachelor's degree in Human Resources, Business Administration, or a related field; experience may offset degree generally on the basis of 2:1 (experience:college) years.
At least 7 years of experience working in or supporting HR operations, including demonstrated knowledge of policy administration and administrative process/operations improvements.
Proven ability to perform with minimal supervision, organize and prioritize activities, meet deadlines, and manage multiple projects and processes simultaneously in a fast paced, deadline driven environment.
Able to lead, manage, motivate, and create an environment inducive to a high performing team, while maintaining compliance with policies and regulations.
Solid critical thinking and problem-solving skills to analyze complex challenges, develop innovative solutions, make independent decisions, and implement strategies that enhance operational efficiency and effectiveness.
Knowledge of Workday or other HR systems, such as applicant tracking systems (ATS) and HRIS.
Demonstrated proficiency with Microsoft Office Suite.
Ability to interact with individuals from diverse levels and provide excellent service to all levels.
Excellent communication (oral, written and presentation), interpersonal, collaboration, and customer service skills.
Must be discrete and be able to maintain confidentiality.
Preferred Qualifications:
Experience with OFCCP compliance regulations.
Experience supervising and/or leading others in a HR field.
Experience with full life cycle recruitment.

Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
