Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
Occupational Safety & Industrial Hygiene is looking for a high caliber individual with an attention to detail to help manage the improvement and implementation of safety and industrial hygiene programs in the underground facilities at the Nevada National Security Site (NNSS).
- Demonstrate environment, safety, health, and quality (ES&H) leadership.
- Timely and collegial communication with ESH&Q Management, Nevada Field Office (NFO)points of contact (POCs), and other MSTS internal and external customers.
- Consistently enforce ES&H policies and procedures.
- Manage all aspects of the OS&IH in underground facilities to include scientific, professional, and technical staff, facility/equipment, procedures/tools, training, programs, and project execution.
- Ensure implementation and compliance evaluation with the requirements of 10 CFR 851 and company policies and procedures for underground facilities.
- Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
- Communicate and coordinate to ensure adequate staff are available to support operations and projects.
- Possess extensive knowledge in areas such as Mine Safety and Health Administration (MSHA)underground operations, risk assessment, hazard analysis, exposure assessments, training development and facilitation, safety culture, issue reporting and corrective actions, and personnel performance.
- Ensure ESH company directives and procedures are relevant, effective, and up to date.
- Create presentations, metrics, and reports for senior management.
- Develop, track, and manage key performance indicators (metrics) for the ES&H health status of underground facilities.
- Provide ESH&Q recommendations and guidance to underground facilities.
- Mentor and manage multiple key OS&IH roles/responsibilities to include Subject Matter Experts and POCs.
- Accomplish ES&H staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards. Responsible for assigned operational services and for assisting the line officials/supervisors with implementing policies and procedures as they relate to ES&H
- Serve as a voting member of the Underground Facility Safety and Health Board.
- Perform other duties as assigned by Management.
Qualifications
Due to the nature of our work, US Citizenship is required for all positions.
- Bachelor’s degree in occupational safety and health or a related field or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- Breadth of experience and ability to inspire and motivate others to perform well, improve and promote excellence, clearly set expectations, and make quality decisions.
- Experience supporting ES&H in underground facilities to include application of MSHA and OSHA regulations
- The primary work location will be at the NNSS (located 65 miles northwest of Las Vegas, Nevada).
- Work Schedule is 4/10's Monday – Thursday, day and night shifts. Also, possible overtime, routine and intermittent.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is:
$124,238.40 - $198,785.60
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
