ORGANIZATION OVERVIEW:
The Environmental Compliance Group (ECG) is part of the BNL Environmental Protection Division (EPD). The group’s mission is to ensure that the Laboratory operates effectively while meeting regulatory requirements of numerous environmental laws including: National Environmental Policy Act (NEPA), multiple cultural resource laws, Clean Air Act (CAA), Clean Water Act (CWA), Oil Protection Act (OPA), Safe Drinking Water Act (SDWA), Federal Insecticide, Fungicide, and Rodenticide Act, Resource Conservation and Recovery Act (RCRA), site sustainability requirements under DOE Order 436.1a, and Department of Energy monitoring and reporting requirements. The group interfaces with a broad spectrum of the Laboratory’s line organizations to collect, review, and report environmental data to DOE and regulatory agencies as well as promote sustainable business principles across the Laboratory. The group is responsible for preparing the annual Environmental Monitoring Plan, the annual Site Environmental Report, the annual Consumer Confidence Report, and supports the development and execution of the Lab’s Site Sustainability Plan (SSP).
POSITION DESCRIPTION:
EPD has an opening for an Environmental Compliance Representative (ECR)/Staff Engineer that will support the Laboratory’s Facilities & Operations Directorate (F&O). The primary responsibilities for this position will be to work under the direction of the ECR Supervisor to provide support to facility and operational (F&O) staff in accordance with applicable requirements including RCRA, OPA, CWA, CAA and other regulatory requirements administered by the Environmental Protection Agency (EPA), the New York State Department of Environmental Conservation (NYSDEC) and the Suffolk County Department of Health (SCDHS). This role will also help F&O support continued Lab conformance to the Lab’s ISO 14001 standard and promote sustainability efforts.
Responsibilities
- Provide support to facility and operational (F&O) staff in accordance with applicable requirements including RCRA, OPA, CWA, CAA and other regulatory requirements administered by the Environmental Protection Agency (EPA), the New York State Department of Environmental Conservation (NYSDEC) and the Suffolk County Department of Health (SCDHS).
- Assist F&O support continued Lab conformance to the Lab’s ISO 14001 standard and promote sustainability efforts.
- The ECR will facilitate information transfer between F&O operations and the EPD to minimize the risk of environmental impact or receipt of regulatory violations.
- Obtain and report data and information back to EPD Subject Matter Experts (SME) to support preparation of routine regulatory compliance reports, responses to regulatory inquiries, support of follow-up investigations of reported permit excursions as well as aid in the acquisition of environmental permits/authorizations needed for facility operations that include major utilities (Water Treatment Plant, SPDES permitted Wastewater Treatment Plant, and Title V-permitted Central Steam Plant).
- Support compliance associated with petroleum and chemical bulk storage regulated under NYSDEC bulk storage and SCDHS Article 12 and 18 requirements.
- Review work plans and engineering design reviews in order to establish controls to prevent environmental impacts and identify opportunities for sustainability.
- Serve as a member of BNL’s Spill Response Team which responds to onsite spills of hazmat with the opportunity for additional roles on the larger Lab Emergency Response Team.
- Work closely with F&O’s Waste Management Representative to ensure RCRA compliance and provide daily support to F&O staff with questions.
- Provide oversight for work activities and conduct inspections in conjunction with safety staff.
- Participate in and be subject to internal and external assessments.
Required Knowledge, Skills, and Abilities:
- Requires a bachelor's degree in an engineering discipline or closely related field of study.
- Minimum three (3) years progressively responsible related work experience is required.
- Primary experience with 6 NYCRR Part 613 Petroleum Bulk Storage requirements and Suffolk County Sanitary Code - Article 12 and 18, Toxic and Hazardous Materials Storage and Handling Controls and some experience with one or more environmental compliance programs (e.g., CWA, NEPA, RCRA, TSCA, FIFRA, pollution prevention or sustainability).
- Strong communication and writing skills.
- Ability to analyze and understand environmental analytical data and laboratory reports.
Preferred Knowledge, Skills, and Abilities:
- Minimum seven (7) years progressively responsible related work experience is required.
- Broad understanding of federal and state environmental regulations
- Experience with FIFRA and pesticide management
- Experience with underground injection control programs per 40 CFR 144-148
- Experience developing and writing Title V permits
- Experience with HazMat/Emergency Response
- Project Management training/experience
- ISO 14001 Internal Auditor/Lead Auditor trained
- LEED Green Associate (minimum) Certifications
- UST Part A or B or A/B Operator Trained
- Completion of training on F&O’s LOTO Procedure
- Experience building relationships with a diverse set of stakeholders/customers
- Experience in writing technical reports on environmental issues.
- Experience conducting regulatory assessments and technical audits.

Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. This is a multi-level role and the full salary range for this position is $92300 - $145000 / year. You will be placed at the level and salary commensurate with your experience. Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
