Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The MSTS ES&H Directorate is looking for a dynamic Individual who can manage through subordinate managers, a comprehensive, compliant, and adaptive Radiological Control Program and organization that has significant impact to mission execution and financial success of the company. The successful candidate will support corporate wide initiatives and ensure compliance to US laws, Department of Energy Orders and MSTS ES&H Management systems. The successful candidate will influence and collaborate with leaders from all parts of the organization, stakeholders, and customers.
Key Responsibilities
- Be the Radiological Control and Protection Subject Matter Expert for MSTS and the NNSS which includes oversight of all radiological operations in CA, NV, NM, other locations across the United States, and globally.
- Act as the senior level advisor for radiation protection to peers, the management team, customer, and stakeholders on radiological issues that affect national nuclear security mission execution and business relationships.
- Effectively manage allocated budget, administrative functions, cost, schedule, performance of all functions, evaluate critical issues, and determine appropriate corrective actions and/or risk mitigation strategies.
- Develop key performance indicator (KPI) metrics for monthly review and performance monitoring reporting.
- Develop coordinated long-range programs, plans, and budget in accordance with Company policy and objectives and coordinate enhanced and sustainable radiological protection functional capabilities through long-range planning so the NNSA, National Weapons Laboratory (NWL), and other customer’s present and future mission execution support needs are satisfied.
- Promote ‘organizational learning’ concepts and provide leadership that encourages continuous improvement in cost reductions and enhancements in the performance of NNSA, NWL, and other customer’s missions.
- Establish clear responsibility and accountability for carrying out requirements.
- Anticipates risks and assures risks inherent in operations are identified, controlled, or transferred.
- Provide necessary funding, support and guidance to subordinate supervision to achieve and maintain safe and healthful working conditions.
- Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
- Have the ability to identify and develop improvement projects to drive down radiological incidents, costs and implement projects and programs related to a comprehensive Radiological Control Program. This includes ensuring both the Internal and External Dosimetry Programs maintain their Department of Energy Laboratory Accreditation Program authorizations.
- Monitor Department of Energy and Code of Federal Regulation requirements and identify resources and/or develop policies and plans to implement across the company.
- Perform compliance reviews to identify and control risk. Coach, mentor, and train personnel.
- Spend time on site at the NNSS, working from home, and traveling to the various sites, as necessary.
Qualifications
- Bachelor’s degree in a business related field or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience in Radiation Safety program management that ensures significant familiarity with DOE, NRC, rules and orders.
- A minimum of a BS in Health Physics, Engineering or a closely related field with sufficient training and experience to demonstrate the ability to lead the organization.
- Certified Health Physics Certification and advanced degree preferred.
- Ability to analyze data, conduct risk assessments, and to develop and present process improvement ideas to Senior Leaders.
- Ability to act as the Liaison to regulatory agencies when called upon.

- The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
- Work schedule will be 4/10s Monday through Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $182,332.80 - $296,296.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
