Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Stockpile Experimentation & Operations directorate is seeking a Facility Manager for the Nevada Capability field exercises. The purpose of the Nevada Capability field exercises is to support the NNSA nuclear counterterrorism and nuclear incident response mission.
Key Responsibilities
- Primary assignment is to manage overall operation of the Nevada Capability field exercises, both nuclear and high hazard, on a day-to-day basis.
- Responsible for ensuring the Nevada Capability nuclear activities are operated in a fully compliant manner in accordance with the U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO)-approved Documented Safety Analysis and Technical Safety Requirements.
- Responsible for ensuring the Nevada Capability high hazard activities are properly evaluated in a process hazard analysis operated in a fully compliant manner.
- Provide clear and concise communication regarding events in the facility and status of work. Takes immediate action to correct reported or observed unacceptable environment, safety, health, and quality conditions. Accurately reports issues/events in the Occurrence Reporting and Processing System.
- Provide leadership and management of MSTS programmatic and physical efforts required to perform the Nevada Capability field exercises as a fully functional, cost-effective nuclear or high hazard activity and safe location for NNSA nuclear incident response missions.
- Evaluate each proposed field exercise and determine if within the scope of the nuclear or high hazard authorization basis documents. Initiate and oversee changes as needed. Oversee the implementation of the controls in the field exercises.
- Maintain a skilled and trained base staff and matrixed support personnel who are well versed in the processes and procedures required to safely conduct work.
- Provide continuous transparent and open interface with both MSTS Senior Management and DOE National Nuclear Security Administration Nevada Field Office personnel (e.g. Facility Representatives, Safety System Oversight, Program Leads, and Nuclear Safety) ensuring all are kept apprised of activities, operations, and issues that arise.
- Provide oversight/direction to personnel who are required to maintain quality assurance, project documentation, training, work processes and performance documents, document compliance, records, and work planning/scheduling for the field exercises.
- Leadership in the implementation of Conduct of Operations and Integrated Safety Management is an integral responsibility of this position, as demonstrated by presence in the field, including leadership in the areas of policy/procedural compliance.
- Perform other duties assigned by Management.
Qualifications
- Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience. Four years must be in nuclear operations, maintenance or design at a nuclear facility where radioactive materials are routinely handled, stored, processed or utilized is preferred.
- Working knowledge of Department of Energy (DOE) Orders DOE O 422.1, “Conduct of Operations,” 10 CFR 830 Sub Parts A and B, DOE O 425.1D, “Verification of Readiness to Startup or Restart Nuclear Facilities,” DOE O 420.1C, “Facility Safety,” and DOE Standard DOE-STD-1073, Configuration Management.”
- Experience working with requirements-based systems.
- Experience in managing personnel, performing workload distribution, and execution of the work.
- Skilled in working and communicating effectively with managers of other functional organizations (e.g. Engineering, Construction, Project Management, and the National Weapons Laboratories).
- Proficient in oral and written communication. Skill and ability to understand complex data, terminology, procedures, laws and regulations.
- Ability to create and maintain highest levels of confidentiality when dealing with proprietary information and sensitive situations.
- Work location is in the forward area of the NNSS, approximately 80 miles outside of Las Vegas, NV.
- Work schedule is (4) 10-hour shifts, Monday through Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $151,881.60 - $243,006.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
